Bordered by the states of Baja California and Baja California Sur, Sonora, Sinaloa, and Nayarit, Mexico's Sea of Cortez (also known as the Gulf of California) has been designated a priority area for tourism development by the Mexican government, though the Escalera Nautica project has been criticized by environmentalists.
