- Perkins' confession is that as a economic consultant he cooked
the books to convince foreign governments to accept billions of
dollars of loans from the World Bank and other institutions to
invest in infrastructure that he knew they couldn't afford. The
story lacks critical details, but it is a book worth reading,
particularly as development institutions promote the cause of
"sustainability" without much-needed transparency and
public reviews.
