There are no hard rules about website creation. That said,
we have some recommendations.

SHOULD YOU PAY FOR YOUR WEBSITE?
There are several online venues that offer free websites, such
as Geocities.
Many ISPs (Internet Service Providers) offer their customers
space on the web with their email account. So you might ask
your provider if they also provide space for a website. However,
the adage "you get what you pay for" comes to mind. The free
websites often provide this access because they also clutter
one's page with advertising. They can also be slower than sites
you pay for.

FYI. In creating a website, try to abide by the 12-second rule.
If the page isn't loaded in 12 seconds, you have lost your visitor.
Home pages, in particular, ought to be fast loading.
